HOUSE BILL NO. 282 by Representative Dahlstrom, entitled:                                           
                                                                                                    
    "An Act limiting the admissibility in other proceedings of the                                  
    property assessments and valuations prepared in returns, reports of                             
    investigations, and appeal materials applicable to property subject                             
    to the oil and gas exploration, production, and pipeline                                        
    transportation property tax; amending Rule 26(b), Alaska Rules of                               
    Civil Procedure, and Rule 402, Alaska Rules of Evidence; and
